Driving in Belgrade: licenses, parking zones, and CarGo vs taxis

Driving in Belgrade is not for the faint-hearted. Traffic is dense, lane discipline is a suggestion rather than a rule, and central parking is a daily puzzle. Still, once you understand the licence rules, the zone parking system, and when to skip the car entirely for a ride-hailing app, getting around becomes manageable. Here is what newcomers need to know.

Can you drive on your foreign licence?

As a tourist or short-term visitor, you may drive on a valid foreign licence, and an International Driving Permit helps if your licence is not in the Latin alphabet. Once you establish residence the rules tighten. Permanent residents may use a foreign licence for only six months after entry, and temporary residents are also expected to convert rather than rely on it indefinitely. Do not leave this until it lapses. Confirm the current deadline at the MUP (Ministry of Interior) and start early.

Exchanging for a Serbian licence

Serbia has reciprocity agreements with many countries, including most of Europe. If yours is on the list, you exchange your licence without sitting exams. You will typically need your licence, a certified translation, a medical certificate from an authorized clinic (lekarsko uverenje), proof of residence, and photos. If your country has no agreement, you must pass the theory and practical exams at a driving school (auto-škola), which takes longer and costs more. Check your country status before assuming either path.

Belgrade zone parking, explained

On-street parking in the centre runs on a colour-coded zone system managed by Parking Servis. The classic zones are red (maximum one hour), yellow (maximum two hours) and green (maximum three hours), with longer-stay zones that have no time cap. Charges apply Monday to Friday from 07:00 to 21:00 and Saturday from 07:00 to 14:00. Sunday is free. Note that Stari Grad reorganized some of its zones in 2025, so always read the sign on the block where you park.

The easiest way to pay is by SMS. You text your registration plate to the number for that zone (traditionally 9111 for the red zone, 9112 for yellow and 9113 for green) and get a confirmation back. Each message buys one time unit, and you can extend once before the maximum runs out. For anything longer than a few hours, use a public garage, which is cheaper than repeated tickets and avoids a fine. There is also the official Parking Servis app.

CarGo, Yandex and taxis

Many residents rarely drive in the centre at all, because ride-hailing is cheap and easy. The two apps to install are CarGo, the popular home-grown service, and Yandex Go. Both show the fare and let you pay by card or cash, which removes the classic tourist worry about the meter. CarGo in particular built its reputation on transparent, app-set pricing.

Regular street taxis are fine too, but use sense. Order by phone or an app from an established company rather than flagging down the first car at the airport or bus station, where overcharging is most common. Insist the meter (taksimetar) is running. From Nikola Tesla Airport, licensed taxis use a fixed zone tariff to the city, so take the official voucher from the desk in arrivals and ignore drivers who approach you inside the terminal.

Practical driving notes

• Winter tyres are compulsory in winter conditions, generally from the start of November to the start of April.
• Drink-driving limits are low and enforced; assume zero tolerance.
• Keep your documents, warning triangle, vest and first-aid kit in the car.

The honest summary: own a car if you live outside the centre or travel often, but lean on CarGo, Yandex and the trams for everyday trips downtown. It is usually faster, and always less stressful, than hunting for a red-zone space.
